Control in a Classroom

Are teachers or students ultimately in the most control of a class's learning?  This blog entry explores the validity of teachers being paid based on student performance.  It addresses aspects of students ultimately having the power to learn and to exert power over a teacher by bombing or passing a test.  Interesting food for thought.
